Do girls really notice and judge if a guy has a small package?

I have a small package so I only like to wear boxers, but i have to wear speedos at swimming. Do women really notice if a guy has a small bulge in their underwear or in a speedo at swim practice? do they judge? do girls like big or small packages? please be honest!! if you saw a guy that was good looking but his bulge looked real small would it turn you off?
