Is it legal for Canadians to take 1 bottle of Cuban rum from Canada to US?

The embargo on Cuban products doesn't just apply to products imported directly into the US from Cuba it also includes products imported via a third country. You could not legally import Cuban Rum into the United States. Keep it at home and enjoy it in Canada.
