Why do Tibetan lama's keep being re-born around Tibet rather than somewhere like Saudi Arabia?

Are they able to choose where they're re-born, is it all by chance, or some other explanation? I remember a story about a re-birth of an important Lama in Spain but his parents were Buddhists and it's a rarity.
