Why is he holding back ually?

I met this guy last weekend and a few days later we hooked up (not , but farther than making out). He initiated it and he was completely into it. He came over again the other day, and he seemed resistant to anything intimate. When I would go to kiss his neck he turn his head and kiss me on the lips instead. When I went down on him, he would pull up my head and kiss me during it. Later on we were watching a movie and cuddling and I started coming onto him, he'd get into it then pull back and go back to watching the movie and just holding me, and it took a while for me to finally get him to hook up with me. He also commented on how I make every kiss overtly ual. I have never met a guy who would say something like that. Am I suddenly unattractive to him? Why doesn't he want to fool around?
