If a kiln is cone 10, does that mean it can also glaze items at lower cones? for example cone 5 or cone 05?

Yes. That is the maximum rating. A cheaper kiln might not reach beyond cone 6, which means it can't be used to fire porcelain and cone 10 glazes properly.
